Three- and four-up identical page layout

I need to print multiple copies of a multi-page book with each page measuring exactly one quarter of an 8x11 sheet of paper.

I specifically need to print the exact same page in each of the four quadrants on a sheet of paper i.e. 4-Up.

Is there a way within Nitro that will allow me to set up a file this way? Is there some sort of add on to Nitro?
